* Allow GitLab connections without hook permissions

Warn instead of fail when connecting a GitLab project that Hookshot
cannot provision a webhook for.

* Mention manual "Secret token" for GitLab webhooks

* Refactor warning pane into a separate component

* Recolour warning pane for better contrast
